Chair Humphries opened the hearing on SB186.
Jason Thompson, Office of Revisor of Statutes, presented the bill brief. (Attachment 1)
Proponent Sheriff Jeff Easter, Kansas Sheriffs Association/Kansas Association of Chiefs of Police/Kansas Peace Officers Association, testified that previously counties in the state used their own record management systems that were managed by the District Attorney, which gave all law enforcement agencies access to information as needed. When a move was made to Odyssey, the new system, records concerning warrants are not available to law enforcement. The law enforcement agencies are requesting that warrant records have different status than the public records, which would then allow them access to warrant information in the Odyssey system.
