Chair Humphries called the meeting to order.
Chair Humphries opened the hearing on SB30.
Jason Thompson, Office of Revisor of Statutes, presented the bill brief. (Attachment 1)
Proponent Bob Stuart, Kansas Bureau of Investigation, testified that the Kansas Bureau of Investigation supports SB30, which, in an effort to protect the Federal Tax Information, will require the Secretary of Labor to conduct fingerprint based criminal history record checks on employees who have access to federal tax information. (Attachment 2)
Proponent Amber Shultz, Kansas Department of Labor, testified that SB30 would allow for federal background checks for any Kansas Department of Labor employees working with the Federal Tax Information, as required by the Internal Revenue Service. Without this verification the Kansas Department of Labor loses the ability to use a vital tool to pursue individuals who have been adjudicated for engaging in unemployment insurance fraud. (Attachment 3)
