Minutes for HB2149 - Committee on Energy, Utilities and Telecommunications

Short Title

Requiring distributed energy retailers to disclose certain information to customers who are offered a contract to finance the construction, installation or operation of a distributed energy system and establishing requirements for a customer's construction, installation and operation of a renewable energy system subject to parallel generation services.

Chairman Delperdang commented to all stakeholders, he truly appreciated all the collaboration and hours put into the bill therefore, moving forward with new structures, the committee would be committed to honoring the agreements made and if the bill does not work as planned the committee has the responsibility to come back next year and tweak the bill to make changes necessary for the future. He added the goals are to increase consumer protection to prevent predatory solar sales, ensuring reputable solar installers can operate successfully,  most importantly, maintaining grid reliability and resiliency of utilities and their continued operation in Kansas.

Chairman called for final action on HB2149 and recognized Nick Myers, Revisor or Statutes Office to thank him for his countless hours working with the stakeholders before he asked Mr. Myers to provide a review of the bill.

Chairman Delperdang asked committee for an amendments. (Attachment2)

Representative Carmichael made a motion to adopt the proposed amendments to HB2149 and to prepare as Substitute for HB2149, seconded by Representative Roth. Motion carried.

Representative Hoheisel made a motion to favorably pass out HB2149 as amended, seconded by Representative VanHouten. Motion carried.

The next committee meeting will be Tuesday March 18.
