Short Title
Requiring school districts to publicly list the names and email addresses of current school board members, authorizing local school board members to add new items to board meeting discussions, ask questions or engage in discussion with members of the public and access school property, authorizing members of the public to address school boards at board meetings and authorizing payment of annual dues to any not-for-profit organization that provides services to member school districts.

Chairwoman Estes opened the discussion and action on SB47.
Several amendments were requested. Jason Long explained the first amendment. (Attachment 1).
Chairwoman Estes moved, seconded by Representative Steel to approve the first amendment, as presented. Motion carried.
Several more changes were requested. Mr. Long explained each language change. (Attachment 2).
Discussion was held regarding the language regarding whether or not two or more members of a board may jointly add one discussion item to the agenda of any school board meeting, in paragraph (5) on page two.
Representative Steele moved, seconded by Representative Goetz to approve the language having to do with two or more members of a board having ability to add discussion items and striking lines 21, 22-24 and 26. Motion failed.
Discussion ensued regarding the language having to do with striking the word "reasonable" in the language changes in the balloon.
Chairwoman Estes moved, seconded by Representative Wolf to approve striking the word "reasonable" in the balloon amendment language. Motion carried.
Representative McNorton moved, seconded by Representative Hill to pass SB47 as amended. Motion carried.
