Minutes for HB2387 - Committee on Taxation

Chairperson Smith opened the hearing for HB2387.

Adam Siebers provided an overview of HB2387 that extends the number of years the tax credit for contributions to Friends of Cedar Crest Association would be in effect.(Attachment 4)  Mr. Siebers stood for questions from Committee members.

Kathleen Smith, Kansas Department of Revenue, provided an overview on the fiscal note for HB2387 stating the bill would decrease the State General Fund revenues by $350,000 in FY 2027 and in future years.

Proponents:

Jessica Lucas on behalf of Friends of Cedar Crest Association, testified as a proponent for HB2387 stating the association helps support the governor's residence and donor dollars received are used for the benefit of the home. The state takes care of the maintenance of the home such as electrical and plumbing but the Cedar Crest Association manages the furnishings and interior of the home.  The tax credit is set to expire 2025 and HB2387 will provide extending the tax credits for Friends of Cedar Crest Association and the Eisenhower Foundation.  The original bill awarded tax credits to the Eisenhower Foundation and amended Friends of Cedar Crest into it. (Attachment 5)  Ms. Lucas stood for questions from Committee members.

Meredith Sleichter, Eisenhower Foundation, testified as a proponent for HB2387 to extend the tax credits set to expire 2025 and to amend the bill to include the Eisenhower Foundation. Since 2021, the tax credits have been instrumental in allowing the Eisenhower Foundation to partner with the private sector, generating $875,500 in donations that benefit Kansas students. The tax credits have served 39,500 K-12 students across Kansas, offering access to IKEducation programs that includes civic education and history through the lens of Dwight D. Eisenhower's leadership.(Attachment 6)  Ms. Sleichter stood for questions from Committee members.
