Short Title
Authorizing nonpublic and virtual school students to participate in ancillary public school activities and making it unlawful for the Kansas state high school activities association and school districts to discriminate against such students based on enrollment status.

Chairwoman Estes opened the discussion and action on SB114 and recognized Representative Brantley.
Representative Brantley requested an amendment to SB114.
Chairwoman Estes recognized Jason Long to explain amendment regarding student participating in district-sponsored activities. (Attachment 3)
Representative Brantley moved, seconded by Representative Huebert to pass the amendment having to do with students participating in district-sponsored activities, as presented. Motion carried.
Mr. Long explained the next amendment, regarding passing not fewer than five subjects in a preceding semester in order to participate in district-sponsored activities..(Attachment 4)
Chairwoman Estes moved, seconded by Representative Schmoe to approve the amendment having to do with students passing not fewer than five subjects in a preceding semester in order to participate in certain activities.Motion carried.
Discussion ensued. Chairwoman Estes recognized Dr. Frank Harwood to clarify the difference between a school subject and a school unit in regards to eligibility to participate in school activities according to Kansas State High School Athletic Association (KSHSAA) regulations.
Representative Miller moved, seconded by Representative McNorton to replace the word "subjects" with the word "units." Motion carried.
Mr. Long explained another amendment regarding eligibility for a student to participate in district-sponsored activities when the student withdraws from a school district to enroll in a private school.(Attachment 5)
Chairwoman Estes moved, seconded by Representative Pishney to approve the amendment having to do with eligibility to participate in district-sponsored activities when the student changes from a school to a private school. Motion carried..
Representative Huebert moved, seconded by Representative Brantley to approve SB114 as amended Motion carried.
