Chairwoman Warren opened the hearing on HB2164
Natalie Scott, Revisor's Office, provided an overview of the bill and stood for questions. (Attachment 1)
Chris Vallejo, Chief of Policy, Topeka, provided testimony in support of the bill. He stated this legislation represents a meaningful step forward in addressing critical law enforcement recruitment challenges. Topeka has faced persistent difficulties in recruiting and retaining qualified law enforcement personnel. (Attachment 2)
Amanda Stanley, City of Topeka Attorney, provided testimony in support of the bill. She stated a conversation was held with the Kansas Commission on Peace Officers' Standards and Training. Following that discussion, she presented in her testimony, amendments to a related statute not included in HB2164. (Attachment 3)

Doug Schroeder, Executive Director, Kansas Commission of Peace Officers' Standards and Training, provided Neutral testimony on this bill. He stated the bill would cause undesired consequences and at least a dozen other statutory or regulatory changes will need to be made, as an example, the domestic violence laws. They are willing to work with the proponents to create a sound solution. (Attachment 6)
