Short Title
Requiring any person who solicits a fee for filing or retrieving certain documents from the federal government, the state, a state agency or a local government to give certain notices to consumers and providing that violation of such requirements is a deceptive act or practice subject to penalties under the Kansas consumer protection act.

Natalie Scott, Revisor's Office, provided an overview of the bill and stood for questions. (Attachment 6)
Clayton L. Barker, Deputy Secretary of State, General Counsel, Office of the Kansas Secretary of State, provided testimony in support of the bill. He stated this bill is motivated by a desire to combat a growing trend of small Kansas businesses being victimized by solicitations to provide for a high fee for what the government provides for free or a minimal fee. (Attachment 7)
