Chair Humphries opened the hearing on SB157.
Jason Thompson, Office of Revisor of Statutes, gave the bill brief. (Attachment 6)
Proponent Shane Rolf, Kansas Bail Agents Association, testified that this bill makes 3 amendments to K.S.A. 22-2807, the statue that governs forfeiture of appearance bonds. The Association suggests bill amendments, as outlined in a redline copy attached to the testimony. (Attachment 7)
Proponent Senator Stephen Owens pointed out that several interested parties worked together to find a compromise on this bill. He concurs with the redline amendment presented by Mr. Rolf and has also attached a copy to his testimony. He pointed out one correction: pg 2, line 37 should read 90%. (Attachment 8)

Neutral Conferee Aaron Breitenbach, on behalf of Marc Bennett, District Attorney, 18th Judicial District/Kansas County & District Attorneys Association, agreed with the good work done on this bill to bring interested parties to an agreement. He proposed an amendment to subsection (c)(2)(E), as noted in his testimony. Mr. Breitenbach covered the necessity of a schedule of surety remittance. (Attachment 10)
