Minutes for HB2329 - Committee on Corrections and Juvenile Justice

Short Title

Providing for increased placement of juvenile offenders in non-foster home beds in youth residential facilities, requiring the secretary of corrections to pay for the costs associated with such placements and authorizing the secretary to make expenditures from the evidence-based programs account of the state general fund moneys to contract for such beds in youth residential facilities.

Jason Thompson, Assistant Revisor of Statutes explained the proposed amendment having to do with number of beds in a youth residential facilities. (Attachment 2)

Representative Lewis moved, seconded by Representative Schlingensiepen, to further amend HB2329 to change to number of youth residential facility beds for which the Department of Corrections shall contract and limit the number of beds in each facility to 15. Motion carried.

Representative Lewis moved, seconded by Representative Schlingensiepen to amend HB2329 by adding the contents of HB2325 as amended into the contents of HB2329. Motion carried.

Representative Lewis moved, seconded by Representative Schlingensiepen, to pass HB2329 as amended favorably and send to the Committee of the Whole. Motion carried.

Representative Carmichael, Representative Schlingensiepen, Representative Chuck Smith, Representative Mosley, Representative Schwertfeger, and Representative Martinez requested their yay vote be recorded.

The chair called attention to two documents regarding HB2325 and HB2329 submitted by Christopher Chastain, National Alliance of Mental Illness.
