The Chairman opened the hearing on HB2289.
Mr. Siebers explained that the bill removes the requirement that two personalized license plates be issued and that applications be made 60 days prior to renewal of registration; the bill also removes the requirement of a county-designated decal on each plate, but each plate must include a decal identifying expiration information (Attachment 3). He said the bill inserts language that require license plates to be shipped directly to customers who are issued license plates for digitally-fulfilled license plate orders.
Zach Denney, Director of Government Affairs, KDOR, spoke as a proponent for the bill (Attachment 4). He said the bill cleans up the statutory language for personalized license plates; since license plates are now digitally produced, certain statutory language is not longer applicable. He explained that the two-plate requirement was eliminated because some owners were illegally using the second plate for a second vehicle and that the county designation is now digitally printed on each license plate, eliminating the need for a county decal.
