Chairperson Petersen called the meeting to order at 8:32 a.m. and opened the hearing on HB2122.
Assistant Revisor Adam Siebers explained that the bill modifies the threshold limit for allowing quarterly payments of annual registration fees for certain trucks and truck tractors; it also removes the two-quarter grace period for delinquent quarterly payments. He said existing law allows an owner to pay annual registration fees on a quarterly basis if the registration fee exceeds $100; the bill would increase the threshold to $300. He noted that current law does not consider a quarterly registration payment to be delinquent until an owner fails to make any two quarterly payments during the registration year; the bill would consider a registration payment delinquent 10 days after a payment is due with certain penalties applied to the registration payments and the vehicle title (Attachment 1).
Deanna Sheppard, Vehicle Services Manager, Division of Vehicles, Kansas Department of Revenue (KDOR), testified as a proponent for the bill (Attachment 2). She explained that the bill will make Kansas statutes consistent in dealing with both intrastate and interstate commercial vehicles. Responding to questions, Ms. Sheppard replied that the present system can exceed the $300 threshold and is sometimes confusing to vehicle owners.
