Chairwoman Warren opened the hearing on HCR5008

Natalie Scott, Revisor's Office, provided an overview of the bill and stood for questions. (Attachment 1) 

Eric Stafford, Vice President, Government Affairs, Kansas Chamber, provided testimony in support of the bill.  He stated this is a bill that would restore checks an balances between the legislative and executive branches of government by allowing Kansas voters to decide whether the legislature shall have the authority to revise or revoke administrative rules and regulations.  (Attachment 2)

Amy Siple, ARNP, FNP, GS-C, provided testimony in support of the bill.  She asks the committee to pass  HCR5008, and give the public a chance to vote on allowing our legislature oversight over executive branch agencies and officials. (Attachment 3)

Jim Manley, State Policy Chief, Pacific Legal Foundation, gave testimony in support of the bill.  He stated the amendment the bill proposes will restore the constitutional separation of powers by ensuring that the people's elected representatives - not unelected bureaucrats - make the most consequential decisions in Kansas. (Attachment 4)

Randy Stookey, General Counsel & SVP Government Affairs, Kansas Grain & Feed Association, Kansas Agribusiness Retailers Association, Renew Kansas Biofuels, provided testimony in support of the bill.  He stated this bill seeks to restate this initial balance of constitutional power by ensuring that agency regulations with the force and effect of law are given final approval by a legislative body which is directly answerable to the voters.  (Attachment 5)
