Minutes for HB2047 - Committee on Financial Institutions and Insurance

Chairperson Dietrich called the meeting to order. She opened the hearing on HB2047. Revisor Eileen Ma provided an overview of the bill and stood for questions. (Attachment 1)

Mandy Roe of the Department of Insurance was a proponent of the bill.(Attachment 2)  She said that this bill would create a real-time insurance verification system for the state by which individuals stopped for traffic violations or in traffic accidents would have their vehicle VIN numbers cross referenced with an up-to-date database of insured vehicles to identify those without insurance. This bill provides a solution to the number of uninsured motorists in Kansas. States that have enacted similar legislation have reduced their uninsured motorist rate by half.

Ed Klumpp for the Kansas Association of Chiefs of Police, Kansas Sheriffs Association, and the Kansas Peace Officers Association spoke in favor of the bill. (Attachment 3) The organizations that he represents has no concerns with the implementation of this bill and urges that it be forwarded favorably. He testified that the current system is cumbersome and this bill would allow the process to be more efficient.

Matt Blassingame of the Fraternal Order of Police testified as a proponent of the bill. (Attachment 4) He concurred that an online motor vehicle insurance verification system would provide law enforcement working in the field with a better ability to authenticate proof of insurance.

Additional written proponent testimony was received from Elizabeth Smoller for the Kansas Association of Insurance Agents (Attachment 5), Lt. Roy Wise for the Kansas Highway Patrol (Attachment 6), and Steve Kearney for the Kansas State Troopers Association (Attachment 7).
