Chairwoman Warren opened the hearing on HB2177.
Natalie Scott, Revisor's Office, provided an overview of the bill and stood for questions.(Attachment 15)
Ed Klumpp, Legislative Liaison, Kansas Sheriffs' Association; Kansas Association of Chiefs of Police; Kansas Peace Officers Association spoke in favor of the bill. He stated attempt to elude cases create a high risk to the public. It is their belief that those that don't learn from their first or second conviction of these crimes, and continue to violate this law, should be subject to a higher severity level crime. (Attachment 16)

Emily Brandt, BIDS Legislative Committee, Kansas State Board of Indigents' Defense Services, provided testimony in opposition. She said this bill would have a significant fiscal impact on the state of Kansas, mostly because of much-longer prison stays for committing these crimes but also because of increased defense costs for higher-severity level crimes. (Attachment 19)
