Chairwoman Warren opened the hearing on HB2347
Natalie Scott, Revisor's Office, provided an overview of the bill and stood for questions. (Attachment 10)
Jan Jarman, Deputy City Attorney and Legal Advisor to Wichita Police, provided testimony in support of the bill. She stated this bill helps hold those accountable who are stealing cars and other items at an unprecedented rate. She said if a person is in possession of stolen property that they knew or should have known was stolen, it should be irrelevant whether the suspect stole the vehicle or another person. (Attachment 11)
Ed Klumpp, Legislative Liaison, Kansas Sheriffs' Association; Kansas Association of Chiefs of Police; Kansas Peace Officers Association, provided testimony in support of the bill. He stated the phrase 'reason to know' is used in five other criminal statutes and in one traffic statute. This change is consistent with other statutes. (Attachment 12)
Nick Reinecker, Private Citizen, provided testimony in support of this legislation. He supports actions, including language change, that would increase penalties. (Attachment 13)
Craig Sepich, Director, Office of Strategy, Policy & Government Affairs, National Insurance Crime Bureau, submitted written testimony in support of the bill. (Attachment 14)
