Chairperson Bowers opened the hearing on HB2116. Charles Reimer, staff revisor, provided a briefing on the bill. (Attachment 2) Mr. Reimer addressed questions from the Committee.

John Goodyear provided neutral testimony for HB2116. Mr. Goodyear explained this bill is drafted to ensure the highest level of local control. He indicated cities will be able to opt out of provisions that they don't like and would be able to opt out entirely if they wanted to. Mr. Goodyear noted in this bill's current form it is only applicable to cities of the second and third class and counties below that population threshold. Mr. Goodyear described an amendment that would change the effective date from July 1, 2024 to July 1, 2025. (Attachment 5)
