Minutes for HB2168 - Committee on Transportation

Short Title

Providing for the blackout distinctive license plate and creating the license plate replacement fund to deposit the royalty fees from such license plate into for purposes of replacing exhausted license plates.

Chairperson Petersen opened the hearing on HB2168. Assistant Revisor Adam Siebers reported the intent of the bill is to provide for the blackout license plate.  He noted that applicants pay an annual fee of $50 to the county treasurer; the amount will be credited to the license plate replacement fund.  Applications for the plate could be accrued beginning January 1, 2026 (Attachment 5).

Zach Denney, Director of Government Affairs, Kansas Department of Revenue, stated the bill was requested by the Division of Vehicles (DOV) for the creation of a blackout-style distinctive license plate (Attachment 6).  He said the royalty fees from sales would be deposited in a newly created license plate fund and used exclusively by DOV to fund replacements.  The revenue estimate is around $2.6 million should some 30,000 plates be sold the first year. 

Responding to questions, Deanna Sheppard, Vehicle Services Senior Manager, DOV said:

  • Current license plates have a life span of about five years; digital plates could be viable for six-seven years.
  • County designation will be digitally printed on the plate.
  • There are 50-60 antique and/or embossed plates needing to be replaced.
  • Funding is available to replace plates; customers will not be charged for renewal.

The hearing on HB2168 was closed.
