Short Title
Establishing uniform interest rate provisions for service scholarship programs administered by the Kansas board of regents that have repayment obligations as a part of the terms and conditions of such programs and authorizing the Kansas board of regents to recover the costs of collecting such repayment obligations and charge fees for the costs of administering such programs and requiring eligible students to enter into agreements with the board of regents instead of a postsecondary educational institution as a condition to receiving a grant under the adult learner grant act.

Chairwoman Estes opened the hearing on SB50, and recognized Jason Long, Senior Assistant Revisor, Office of Revisor of Statutes who gave an overview of the bill. (Attachment 1).

Elaine Frisbie stated the Kansas Board of Regents requested this bill last session and this committee passed (2024) HB2644 favorably out of committee, which is essentially the same concept. Ms. Frisbie stated the Kansas Board of Regents have 22 state financial aid programs they administer on behalf of the legislature. With each one of the statutes, those programs were established in law over many time frames. Each has it's own way of explaining when someone goes into repayment, why someone gets triggered into repayment and the repayment terms in the interest rates. This is an attempt to unify all of those into the same standard. Questions and discussion ensued. (Attachment 2).
