Chairman Kessler opened the hearing on HB2376.

Kyle Hamilton, Office of the Revisors office Statutes briefs(Attachment5) the committee. This bill would transfer the licensing for off-premise and on-premise cereal malt beverage retailers from cities and counties to the alcoholic beverage control division of the department of revenue; allowing continued local licensure by cities or counties.

Amy Campbell provided oral neutral testimony(Attachment6) and the agency was supportive of the changes.

Spencer Duncan provided oral supporting testimony(Attachment7) on the bill. This bill continues to issue a license and still allows revocation. The agency is working with Alcoholic Beverage Control.

Debbi Beavers provided supporting testimony(Attachment8) on the bill. She advised the Alcoholic Beverage Control (ABC) asked for this change on cereal malt beverages. ABC proposed issuing the licensing which would combine the existing costs into one and allow the ABC to oversee the licensing.

Jay Hall provided supportive written only testimony(Attachment9) on the bill.
