Minutes for SB8 - Committee on Transportation

Requiring drivers to proceed with due caution when passing stationary vehicles displaying hazard warning lights.

Chairman Francis opened the hearing on SB8.

Chris Waggoner, Assistant Revisor of Statutes,  presented an overview of the bill.(Attachment 1)

Travis Lowe, with AAA Kansas,  provided the committee with support for the bill as it requires  drivers to pull over, slow down and proceed with caution passing stationary vehicles displaying hazard warning signals. (Attachment 2)

Catherine Magana, Kansas Department of Transportation (KDOT),  gave supporting testimony to the committee as the bill  improves safety on our roadways reducing the number of motor vehicle fatalities or injuries.  (Attachment 3)

Captain Candice Breshears, Kansas Highway Patrol, provided the committee with proponent testimony that  SB8 considers traffic, weather and road conditions and would align with the other Kansas  "move over" laws of flashing lights that signal the need to move over or slow down.(Attachment 4)

Ed Klumpp, Kansas Association of Chief of Police, Kansas Sheriffs Association, Kansas Peace Officers Association gave supporting testimony as passage of the bill would create consistency in the rules of what is expected of drivers when they approach a vehicle stopped or pulled over to the side with flashing lights or warning signals.(Attachment 5)
