Chairwoman Warren opened the hearing on SB204

Natalie Scott, Revisor's Office, provided an overview of the bill and stood for questions.(Attachment 1)

Steve Howe, District Attorney, Tenth Judicial District, provided testimony in support of this bill. He stated there are two areas of concern addressed in this bill. The release of warrant information and personal identification information to the general public.  Mr. Howe proposed a couple amendments to K.S.A. 60-2617.  He said both of these commonsense amendments will protect victims, law enforcement, and the general public and allow individuals personal identification information to be protected. (Attachment 2)

Marc Bennett, District Attorney, Eighteenth Judicial District, testified in support of the bill. He proposed amendments and stated this bill proposes a modest and arguably technical change to state statute but one that has the potential to enhance public safety. (Attachment 3)

Ed Klumpp, on behalf of the Kansas Sheriffs Association, supports SB204..  He stated Juvenile records should be sealed.  This is particularly true of the arrest warrant and associated affidavit.  He suggested an amendment.  The Sheriff will also be serving subpoenas.  We recommend adding the same access for law enforcement   (Attachment 4)
