Short Title
Transferring the power to authorize and oversee certain activities regarding prenatal and postnatal diagnosed conditions awareness programs from the department of health and environment to the Kansas council on developmental disabilities.

Carly Choi, Revisor of Statutes, provided an overview of HB2307 (Attachment 11).
Lola Kernell, Advocacy Coordinator, Kansas Council of Developmental Disabilities (KCDD), provided testimony in support of HB2307 (Attachment 12). Current evidenced based information must be collected, synthesized and disseminated to parents regarding prenatal and postnatal diagnosed conditions. Ms. Kernell provided a personal story. Parents need real, hopeful information. The bill would set up a hot line and local peer support groups.
Jeanne Gawdun, Director of Government, Kansans for Life, provided testimony in support of HB2307, the Prenatal and Postnatal Diagnosed Conditions Awareness Program (Attachment 13). The KCDD is uniquely qualified to oversee the program.
Scott Brackett, Private Citizen, provided testimony in support of HB2307 (Attachment 14). Mr. Brackett provided a personal story about his son born with Downs Syndrome. The KCDD is an excellent partner to support all Kansans with IDD, their families and caregivers.
Mike Burgess, Director of Policy and Engagement, Kansas Family Voice, provided testimony in support of HB2307 (Attachment 15). The bill simply transfers the prenatal and postnatal diagnosed conditions programs from KDADS to the KCDD. It is a good fit to transfer this to KCDD, where this much needed program can be fully implemented and make a difference for these parents of IDD children.
Mr. Burgess responded too questions from the committee.
