Bruce Riedl spoke in support of SB211. (Attachment 2) It would expand abilities of Kansas Department of Wildlife and Parks Commission to do their work.

Kris Kobach, Attorney General, spoke in support of the bill. (Attachment 3) this bill would allow board members who are experienced in wildlife management and conservation to propose rules and regulations to the Commission, thus providing a more effective process.

Kurtis Wiard, Attorney, Kansas Wildlife & Parks spoke on behalf of Acting Secretary Christopher Kennedy (KDWP) giving Neutral testimony on SB211. (Attachment 4) The Secretary of KDWP has long had the statutory authority to propose all rules and regulations to the Wildlife Commission, which either approves, rejects, or modifies the proposed regulation. The Commission is comprised of seven individuals. In addition to reviewing regulations proposed by the Secretary, the Commission is statutorily charged with advising the Governor and Secretary. SB211 would permit any one of these individuals to propose regulations to the Commission for formal adoption.
