Chairperson Waymaster provided committee members with the plan for the committee to wrap up the budget on Thursday and passing it out of committee.

Dylan Dear, Assistant Director for Fiscal Affairs, provided highlights of the House committee adjustments that have been made by the budget committees and the House Committee on Appropriations. (Attachment 1)

Dylan Dear provided an overview of the State General Fund (SGF) profile. (Attachment 2)

Dylan Dear answered questions from committee members.

Chairperson Waymaster requested a motion to enter discussion on HB2007.

Representative Williams moved, Representative Hoffman seconded, to pass out HB2007 favorably for passage.

Chairperson Waymaster moved, Representative Williams seconded, to remove $40.0 million from the Kansas Housing Linked Deposit Loan Program for the revolving housing loan program and funding infrastructure grants for housing projects throughout the state in the amount of approximately $22.0 million in FY 2026. Motion carried.

Chairperson Waymaster moved, Representative Williams seconded, to bring the 500 individuals to 250 individuals from the waitlist to I/DD waiver which would make the cost approximately $6.8 million SGF in FY 2026 due to lack of workforce capacity.

Chairperson Carpenter moved a substitute motion, Representative Hoffman seconded, to bring the 500 individuals to 320 individuals from the waitlist to I/DD waiver at a cost of approximately $8.7 million SGF and approximately $25.0 million federal funds in FY 2026. Motion carried.

Chairperson Waymaster moved, Representative Tarwater seconded, for Legislative Coordinating Council to set up an interim committee to address contract nursing, nursing pay at the state hospitals, and housing with Pawnee County and the City of Larned. 

Chairperson Waymaster moved a substitute, Representative Tarwater seconded, for Legislative Coordinating Council to set up an interim committee to have a global discussion on nursing, in general. Motion carried.

Representative Wasinger moved, Representative Francis seconded, to add $1.1 million SGF in FY 2026 for information technology projects related to court security for the Judicial Branch, as required by (2024) SB291 cybersecurity bill. Motion failed.

Chairperson Waymaster informed committee members to help themselves to pastries and rolls provided due to a phone malfunction in committee last week.

Representative Wasinger moved, Representative Sutton seconded, the Governor's budget for Child Advocacy Center Grants in the intended amount of $6.1 million for FY 2026.

Representative Sutton moved a substitute motion, Representative Hoffman seconded, to keep funding flat at $4.6 million SGF, including about $300,000 in reappropriations, for FY 2026 Child Advocacy Center Grants. Motion carried.

Representative Carpenter moved, Representative Buehler seconded, for the FY 2026 Health and Environment--Health budget to reduce the $16.9 million SGF to $4.0 million SGF for Medicaid dental rate increases. Motion carried.

Representative Carpenter moved, Representative Buehler seconded, for the FY 2026 Kansas Department for Aging and Disability Services budget, to use $415,000 SGF and $1.0 million all funds to raise rates for Cognitive Rehabilitation, Physical Therapy, Occupational Therapy, Speech and Language Therapy, and Behavior Therapy services on Brain Injury waiver from $18.99 to $20 per hour. Motion carried.

Representative Sutton moved, Representative Wasinger seconded, to remove $2.0 million SGF for telehealth services by an out-of-state company coming from the Mental Health Intervention Team program in FY 2026.

Vice Chairperson Williams moved a substitute motion, Representative Hoye seconded, to issue a Request for Proposal (RFP) for student telehealth services, funded from the Mental Health Intervention Team program for FY 2026.

Vice Chairperson Williams moved a modified substitute motion, Representative Hoye seconded, for the State Board of Education to issue a Request for Proposal (RFP) for up to $2.0 million for student telehealth services funded from the Mental Health Intervention Team program for FY 2026. Division was called. Motion carried on a vote of 12 in support and 5 in opposition.
