Chairperson Smith opened the hearing for HB2275.

Adam Siebers, Office of Revisor of Statutes, provided an overview for HB2275 that provides a countywide retailer's sales tax authority for Finney County (Attachment 1)  Mr. Siebers stood for questions from Committee members.

Proponents:

Representative Lon E. Pishny, District 122, testified as a proponent for HB2275  permits Finney County to ask voters to approve a sales tax initiative to fund costs for a new jail and renovations to the existing law enforcement center. The facility benefits Garden City as well as other southwest cities. (Attachment 2)  Representative Pishny stood for questions from Committee members.

Gerry Schultz, Finney County Commissioner, testified as a proponent for HB2275 which is a project that is not only a jail but also the remodeling and refinishing of the law enforcement center.  The cost of the project may well exceed $60.0 million.  The half cent sales tax will provide the county with adequate financing to complete the project. The authorization is designed to go to the voters for approval for the completion of the jail and remodeling the law enforcement center. (Attachment 3)  Mr. Schultz stood for questions from Committee members.

Senator William Clifford, 39th District, testified as a proponent for HB2275 stating building the jail and police department needs to be done for hygienic reasons for the safety of law enforcement personnel and the care of inmates. (Attachment 4) Senator Clifford stood for questions from the Committee.
