Chairwoman Warren opened the hearing on SB222.
Natalie Scott, Revisor's Office, provided an overview of the bill and stood for questions. (Attachment 1)
James Manley, State Policy Chief, Pacific Legal Foundation, provided testimony in strong support for the bill. By passing this legislation, Kansas would cement its position as a leader among a growing movement of states committed to protecting individual liberties and the rule of law by outlawing judicial deference. (Attachment 2)
Brian Norman, Director of State Affairs, Goldwater Institute, provided testimony in support of the bill. He stated adopted this SB222 will protect your constituents' constitutional rights before deferential judges and protect the legislative branch's sold authority to create law. (Attachment 3)

We thank you for your efforts to protect personal freedoms and institute efficiencies in our government. They would like to ask that their agency be exempted from this legislation entirely. The Board would ask for some technical amendments outlined in the testimony. (Attachment 6)
