Short Title
Transferring officers, employees, powers, duties and functions relating to the state health care benefits program from the division of the state employee health benefits plan of the department of administration to the insurance department, establishing the commissioner of insurance as the chairperson of the Kansas state employees health care commission, providing that all management functions of such commission be administered by the commissioner of insurance and eliminating a pilot program regarding employer contributions for certain children.

The hearing on HB2245 was opened by the chair. Assistant Revisor, Eileen Ma, via WebEx presented an overview of the bill and stood for questions. (Attachment 1) Samir Arif, Chief of Staff, Department of Administration presented opponent testimony for this bill and stood for questions. (Attachment 2) The Department of Administration does not believe efficiencies will be gained, that tax payers as well as the health plan, will save money, and lastly, that premiums will go down. The conferee stood for questions. Committee member questions included ones relating to transition costs, impact on workloads, to where to find stakeholder feedback.
