Minutes for HB2280 - Committee on Health and Human Services

Short Title

Clarifying that the authorized activities of paramedics, advanced emergency medical technicians, emergency medical technicians and emergency medical responders may be authorized upon the order of a healthcare professional, permitting certain ambulance services to offer service for less than 24 hours per day, every day of the year, and requiring entities using automated external defibrillators to register with the emergency medical services board.

Carly Choi, Revisor of Statutes, provided an overview of HB2280 (Attachment 11).

Joseph House, Executive Director, Kansas Board of Emergency Medical Services, provided testimony in support of HB2280 (Attachment 12). HB2280 is the product of a multi-year, collaborative effort between the industry and the Board to find the right balance of public protection while updating and modernizing statute. The bill makes clear EMS providers may operate under a direct order from a qualified healthcare provider without the need for the ordering party to remain physically and constantly in contact with the EMS provider throughout the remainder of the response. The bill also makes adjustments enhancing the readability of the statute. The addition of inclusion of the providers legally capable to render care through an interstate compact allows Kansas to more completely utilize the tools available at an ambulance service's disposal.

Dave Johnston, Administrator’s Society President, Kansas Emergency Medical Services Association (KEMSA), provided testimony in support of HB2280 (Attachment 13). The proposed legislation has been a collaborative endeavor between KEMSA and the Kansas Board of EMS. The proposed updates aim to increase EMS efficiency, expand scope of practice, and allow for integration of emerging technologies. All six of the Kansas EMS Council Regions have expressed their endorsement.
