Chairperson Dietrich called the meeting to order. She opened the hearing on SB 42. Revisor Eileen Ma provided an overview of the bill and stood for questions from the Committee. (Attachment 1)

Mandy Roe of the Department of Insurance spoke to the Committee in favor of the bill. (Attachment 2) She explained that this bill would create a real-time insurance verification system for the state by which individuals stopped for traffic violations or in traffic accidents would have their vehicle VIN numbers cross referenced with an up to date database of insured vehicles to identify those without insurance. This bill provides a solution to the number of uninsured motorists in Kansas. States that have enacted similar legislation have reduced their uninsured motorist rate by half.

Ed Klumpp on behalf of the Kansas Association of Chiefs of Police, Kansas Sheriffs Association, and Kansas Peace Officers Association appeared as a proponent of the bill. (Attachment 3) He indicated that the associations he represents supports real-time verification because the current process has multiple human touch points that can result in delays or lost information. They believe this type of system in Kansas would significantly reduce inefficiencies and enable enforcement action quickly.

Written proponent testimony was received from Colonel Erik Smith of the Kansas Highway Patrol. (Attachment 4)
