Chairman Delperdang opened the hearing on HB2225.
Nick Myers, Revisor of Statutes, provided the bill brief and responded to questions from the committee members. (Attachment9)
Chair recognized Ethan Kaplan, Ideatek who provided in person proponent testimony. (Attachment10)
Mr. Kaplan explained broadband is an essential service and tenants should have the right to choose their provider. He added some landlords currently block access to competing providers, forcing tenants to use a single company.
Chairman recognized Martha Smith, Kansas Manufactured Housing Association who provided opponent testimony. (Attachment11)
Ms. Smith cited Federal Communication Commission (FCC) guidance stating that mobile home parks were already covered by federal non-exclusivity rules and argued that the FCC allows landlords to select providers as long as exclusivity agreements do not exist.
The conferees responded to questions from the committee members.
