Chairperson Smith opened the hearing for SB10.

Adam Siebers, Office of Revisor of Statutes, provided an overview for SB10 that provides property tax exemptions for certain personal property including watercraft, marine equipment, off-road vehicles, motorized bicycles, certain trailers and aircraft (Attachment 3).  Mr. Siebers stood for questions from Committee members.

Kathleen Smith, Kansas Department of Revenue, provided an overview on the fiscal note for SB10.  The Department estimates the bill would decrease revenues to the two building funds by $189,749 in tax year 2026, with $126,499 from the Educational Building Fund and $63,250 from the State Institutions Building Fund. Tax revenue would also affect state expenditures for aid to school districts that less property tax revenue would be available from the state's uniform mill levy to fund expenditures.  The State would be required to provide an additional amount of $2.7 million in state and from the State General Fund through the school finance formula.  Ms. Smith stood for questions from Committee members.

Proponents:

Senator Stephen Owens, 31st District testified as a proponent for SB10 and addressed the amendment that was added to the bill which exempts the property taxation of aircraft (Attachment 4).  Senator Owens stood for questions from Committee members.

Sean Robertson, Saline County Appraiser, testified as a proponent for SB10 for property tax exemptions of personal property items.  Mr. Robertson provided a list of pros and cons according to the Kansas County Appraisers Association (KCAA) (Attachment 5)  Mr. Robertson stood for questions from Committee members.

Chairperson Smith requested a list by county of what the tax impact would be of personal property in each county.  

Written only proponent testimony for SB10 was submitted by Representative Brett Fairchild, 113th District, (Attachment 6)

Opponents:

Jay Hall, Kansas Association of Counties, testified as an opponent for SB10 stating his opposition of the amendment to add aircraft (Attachment 7).  Mr. Hall stood for questions from Committee members.
