Chairwoman Warren opened the hearing on SB138.

Natalie Scott, Revisor's Office, provided an overview of the bill and stood for questions. (Attachment 1)

Aaron Breitenbach, Deputy District Attorney on Behalf of Marc Bennett, District Attorney, Eighteenth Judicial District and the Kansas County and District Attorneys Association, supports the bill. He stated the minor revision captured in the bill seeks to ensure the use of a search warrants remain limited to those our founding fathers recognized as having a limited but legitimate need to use it. (Attachment 2)

Todd Thompson, County Attorney, on behalf of the Kansas County and District Attorneys Association, provided testimony in support of the bill.  He stated this bill protects the reasonable expectation of privacy of all Kansans.  It ensures that due care is given before a warrant is issued. And it safeguards the rights that the Constitution and the 4h Amendment require. (Attachment 3)
