Tamera Lawrence, Revisor presented an overview of the bill and stood for questions.(Attachment 1)
Taylor Nikkel, Director of the Stockgrowers Division, Kansas Livestock Association (KLA) spoke in support of SB80. (Attachment 2) Repeal of the Nonresident landowner deer permit would eliminate an incentive for nonresidents to purchase land in the state. Elimination of the nonresident landowner deer permit would not prohibit nonresidents from hunting deer with in the state. Instead of utilizing the nonresident landowner permit, nonresidnets would have to purchase a regular nonresident deer permit and participate in the nonresident lottery draw.

Tony Capizzo, The Nature Conservancy provided neutral testimony on SB80. (Attachment 3) The Nature Conservancy shares and has firsthand experience with many of the concerns SB80 seeks to address. The Nature Conservancy's priority for Kansas grasslands is to maintain those grasslands in an open conditions, in order to provide critical ecosystem services for nature and people.
Mr. Capizzo stood for questions.
