Minutes for SB186 - Committee on Judiciary
Short Title
Requiring probable cause affidavits to be made available to law enforcement agencies prior to the execution of a warrant or summons.
Minutes Content for Wed, Feb 12, 2025
Chairwoman Warren opened the hearing on SB186.
Natalie Scott, Revisor's Office, provided an overview of the bill and stood for questions. (Attachment 10)
Sheriff Jeff Easter, Legislative Chair, Kansas Sheriffs' Association, provided testimony in support of the bill. The Odyssey system has caused issues with access to warrant information. He said the proposed language is needed as we currently do not have access to warrant information that has been submitted by the District Attorney or County Attorney to judges. We do not have access to what the information on the warrant is. This change in the statute will allow us the practice how we were handling warrants before the change to Odyssey. (Attachment 11)
Neutral, written only testimony was submitted by James Houston Bales, BIDS Legislative Committee, Kansas State Board of Indigents' Defense Services. (Attachment 12)
No further conferees.
Chairwoman Warred closed the hearing on SB186.
