The Chair opened the hearing on SB 92.

Nick Myers provided an overview of the bill and stood for questions (Attachment 7).

Justin Grady testified in support of the bill and stood for questions (Attachment 8).  Mr. Grady stated that the KCC requested the 60 day extension because 120 days is a very expedited time frame to complete the siting process.  An extension would allow land owners the opportunity to more meaningfully participate in these proceedings.

Joseph Astrab, Consumer Counsel, Citizens' Utility Ratepayer Board, provided written testimony in support of the bill (Attachment 9).

Jackie Garagiola, Associate Counsel, Kansas Livestock Association and Claudia Hissong, State Affairs Manager, Kansas Farm Bureau, provided written testimony in support of the bill (Attachment 10).

Reagan McCloud  provided neutral testimony on the bill and stood for questions (Attachment 11).  Mr. McCloud stated that the KEC could see both sides of the issue.  They were concerned that costs could be passed on to rate payers, yet, they also understand the importance of insuring that their landowner members would have the ability to participate in this process.

Chuck Caisley provided neutral testimony on the bill and stood for questions (Attachment 12).  Mr. Caisley said that the chief concern of large load customers was the state's ability to get power to them as quickly as possible.  They were going to discuss with the KCC that if the process could be completed in less than 180 days and everyone was accommodated fairly, that that would be the goal.

James Behan, Manager of State Government Affairs, ITC Great Plains, provided neutral written testimony on the bill (Attachment 13).

There being no further conferees, the chair closed the hearing on SB 92.
