Ed Klumpp, Legislative Liaison, Kansas Sheriffs Association, Kansas Police Officers Association, Kansas Peace Officers Association. Mr.Klumpp supported bill for safety of law enforcement and communities. Tougher criminal laws he believes will help to deter high speeds on highways and communities. Stolen cars are the reason people are fleeing and eluding law enforcement.(Attachment 9)
Erik Smith, Kansas Citizen. Conferee lives and works in a rural county and has seen an increase in people fleeing police in stolen cars. Mr.Smith strongly supported the bill.(Attachment 10)
Emily Brandt, Assistant Appellate Public Defender, Member of BIDS Legislative Committee.Conferee opposed the bill for following reasons. Would put people in prison for longer sentences than people that commit murder, costing the state more tax dollars. Excessive speed is already a felony crime, and district judges would be forced to follow mandatory sentencing guidelines without their current power of discretion. (Attachment 11)
