Minutes for HB2139 - Committee on Education

Short Title

Increasing the minimum expenditure amount for school districts for contracted goods and services without requiring sealed bids and the minimum expenditure amount for goods and services that the district superintendent may acquire on behalf of the school district.

Chairwoman Estes opened the hearing for HB2139 and recognized Jason Long, Senior Assistant Revisor, Office of Revisor of Statutes who presented an overview of the bill. (Attachment 1).

Chairwoman Estes and asked Representative Schreiber if he introduced the bill or if he introduced it on behalf of someone. Representative Schreiber stated he introduced the bill on behalf of United Administrators.

In Person Proponents:

Jim Karleskint stated he represents the United School Administrators who requested Representative Schreiber introduce this bill.  Mr. Karlskint thought the $20,000 amount was put in place 1980, but after researching further, it was 2003.  Mr. Karlskint stated $20,000 is different than it is today, and is why this was requested to move to $50,000. This bill provides flexibility for school districts while at the same time maintaining responsible oversight of public dollars. (Attachment 2). Discussion ensued.

Shannon Kimball stated KASB's member-adopted policies support local Board's authority to act in the best interest of their districts. Moreover, members support legislation to allow school districts to reduce operating costs and increase operational flexibility. (Attachment 3).

Jim Karleskint returned and explained the increase in expenditures was calculated by inflation.
