Chairwoman Estes opened the hearing on HB2140 and recognized Jason Long, Senior Assistant Revisor, Office of Revisor of Statutes, who presented the bill. (Attachment 1).
Proponents:
Representative Robyn Essex stated drug education is not happening on a consistent level, the Attorney General's office has dedicated staff who worked on the curriculum which has been updated and is interactive. (Attachment 2).
Sara Hortenstine testified this critical piece of legislation directly addresses the escalating crisis of fentanyl and its devastating impact on youth. This legislation provides Kansas with a dedicated statewide D.A.R.E. educator. (Attachment 3).
Adam Kahn gave statistics regarding fentanyl related overdoses and deaths in Kansas.
Lt. Craig Walion stated the establishment of a dare coordinator for drug abuse resistance education would be the first step in the right direction for the future of Kansas youth. (Attachment 4).
Chairwoman Estes recognized Sara Hortenstine and asked when they looked at the Attorney General's budget were there any alternatives to a new Full Time Employee (FTE) or anything that can be done to reduce the Fiscal Note. Chairwoman Estes recognized Matt Bingesser, Assistant Attorney General, Administration Division to answer the question.
