Chairwoman Estes opened the hearing on HB2185 and recognized Jason Long, Senior Assistant Revisor, Office of Revisor of Statutes, who presented the bill. (Attachment 7).

Proponents:

Lt. Col. Jacob McElwee stated The Kansas Educational Assistance Act helps service members get a bachelor's degree, if they elect not to use it, they are asking to allow them to give it to a dependent. In exchange the service member commits to an additional two years of service. (Attachment 8).

Elaine Frisbie stated, to provide greater clarity for administration of this program, the Board of Regents recommended several amendments of a technical nature and would not change the substance of the changes proposed in the bill. (Attachment 9).

Michael Kelly urged the committee to continue with the EMERGE program, accept the enhancements that have been suggested in this bill as it is important to retain not only the service member but retain the whole family. Mr. Kelly did not submit written testimony.

The hearing on HB2185 was closed.
