Minutes for SB104 - Committee on Local Government, Transparency and Ethics

Short Title

Granting the Shawnee county board of county commissioners the discretion to create a citizens commission on local government.

Chairperson Bowers opened the hearing on SB104.  Charles Reimer, staff revisor, presented a briefing on the bill.

Rich Eckert testified in support of SB104, stating this is a very minor change.  Mr. Eckert indicated they thought about asking to delete the statute but at some point in generations to come, this might be useful.  Mr. Eckert explained in Shawnee County the statute is far encompassing.  Mr. Eckert indicated that once this committee is formed, it can look at any of the governments in Shawnee County from the City of Topeka to the smallest of drainage districts.  Mr. Eckert noted that currently Shawnee County is the only county who sits inside of the population range.   (Attachment 1)
