Chairman Francis opened the hearing on HB2121.
Chris Waggoner, Assistant Revisor, provided the committee with a briefing on the HB2121.(Attachment 1)
Jill Shelley, gave to the committee an overview of state fees for operating electric and hybrid vehicles within the state of Kansas.(Attachment 2)
Representative Hoheisel, district # 97, presented testimony to the committee in support of HB2121 as more and more Kansans transition to electric and hybrid vehicles and how HB2121 would adjust these fees. (Attachment 3)
Michael White presented verbal testimony in support of HB2121 establishing new rates for electric motorcycles, vehicles and trucks.(Attachment 4)
Catherine Magana, representing KDOT , presented supporting testimony for HB2121 as this would provide additional revenue for State Highway Funds and the Special City and County Highway Funds.(Attachment 5)
Brian Posler of Fuel True presented supportive testimony of HB2121 as increasing registration fees for electric vehicles would provide for extra costs ensued by the extra weight of these vehicles on roads and highways.(Attachment 6)
Wendi Stark of the League of Kansas Municipalities gave supportive testimony of HB2121 for additional funds for electric vehicle license fees. (Attachment 7)
Claudia Hissong of the Kansas Farm Bureau submitted written only proponent for HB2121.(Attachment 8)
Nick Steingart, of the Alliance for Automotive Innovation gave written only testimony in support of HB2121.(Attachment 9)
John Federico, of Federico Duerst Group gave verbal, neutral testimony HB2121 on behalf of General Motors.(Attachment 10)
Zack Pistoria of the Kansas Chapter Sierra Club , provided oral opposing testimony HB2121 due to the unique characteristics and impacts associated with electric vehicles when compared to other vehicles and the registration fees involved. (Attachment 11)
