The Chair opened the hearing on HB2087. Assistant Revisor, Ma, provided an overview of HB2087 and stood for questions. (Attachment 1)
Proponent testimony was given by:
- John H. Meetz, Director of Government Relations, Wholesale and Specialty Insurance Association, suggested this bill would modernize the eligibility criteria for non-admitted insurers writing business in the state of Kansas; standardize legal references to nonadmitted insurers; and clarifies that eligibility criteria for nonadmitted insurers in Kansas will be compatible with the federal Nonadmitted and Reinsurance Reform Act, (Attachment 2) and
- Chris Peterson, President, Chris-Leef General Agency, Inc., an agency that writes hard to place and high risk business not traditionally accepted or placed in standard markets believes this bill will fulfill the insurance requirements for vehicle dealers seeking state licensure.(Attachment 3)
Both Conferees stood for questions. Primarily, committee members sought definitive answers to what exactly is causing the need for "high risk" insurers market in our state.
