The Chairman opened the hearing on HB2104.
Mike Heim, from the State Revisors Office of Statutes, gave a briefing(Attachment1) of the amendment to HB2104. The amendment requests the Board of Education use a gun safety education program to teach children.
Representative Patrick Penn spoke in support of HB2104 (Attachment2). The bill regarded education for firearm safety.
Tammy Bartels spoke in support of Bill HB2104 (Attachment3). She advocated gun safety for school children be taught by experts.
Moriah Day, spoke in support(Attachment4) of HB2104.
Megan Hilbish, Kansas State Rifle Association spoke in support(Attachment5) of HB2104 . She referred to pamphlets that described gun safety when handled by the Kansas State Rifle Association. The pamphlets showed the principles of Stop! Don't Touch! Run Away! and Tell A Grown-Up. She shared that the Kansas State Rifle Association are available to offer the Eddie Eagle program in the schools if allowed by the Board of Education.
Ann Mah spoke in (Attachment6)opposition of HB2104. She spoke in support of gun safety. She pointed out that the Board of Education has been afforded the right to determine if gun education is to be offered.
The Chairman advised the committee that there are Written Only testimonies with last names A to L (Attachment7) and last names M to Y(Attachment8) to review.
Chairman Kessler adjourned the meeting at 10:29 am.
