Chairman Kessler opened the hearing on HB2065.

Mike Heim, Office of Revisor of Statutes gave a briefing of the bill(Attachment1). This bill was in regard to Legislature selecting delegates under Article V.

Michael Farris, J.D., Co-founder of Convention of States(COS),provided testimony in support of HB2065 stating that the bill is not tied to any application of the Convention of States. If a convention is called, Kansas will have to participate (Attachment2).

David Schneider, Convention of States Lobbyist, provided testimony in support of HB2065 by stating this bill bill would only apply if ratification and conventions were to occur (Attachment3). The COS supports putting a process in place.

John Axtell, Kansas Campaign for Liberty, provided testimony in opposition of HB2065 (Attachment4). His input regarded the inconvenient aspect of forced votes by the convention. The bill assumes delegates can be constrained by the people of Kansas.
