Short Title
Authorizing the animal health commissioner to adopt rules and regulations to administer the poultry disease control act and to establish an annual participation fee for participation in the national poultry improvement plan, a certification fee for persons performing testing and diagnostic services and a testing fee per visit to each location participating in the plan.

Chairman Peck opened the Hearing on SB89.
Tamera Lawrence, Revisor, presented an overview of the bill and stood for questions.(Attachment 1)
Kelsey Olson, Deputy Secretary, Kansas Department of Agriculture (KDA) spoke in support of SB89. Ms. Olson talked about the background of The National Poultry Improvement Plan (NPIP). The NPIP was enacted with the goal of protection the poultry industry from disease and led to significant growth in the industry. Primary disease that NPIP was drafted to address is Pullorum-Typhoid.
SB89 would enable KDA to assess a participant fee that would not exceed $50 annually to any who wants to voluntary participate in the program. Also anyone requesting testing or diagnostic services pertaining to NPIP would be assessed a service fee that would not exceed $100 per location. The KDA would also continue to work with outside certified individuals who elect to become a certified tester for pullorum-typhoid for a fee that would not exceed $50. (Attachment 2)

Taylor Nikkel, Director of the Stockgrowers Division, Kansas Livestock Association (KLA) spoke in support of SB89. Ms. Nikkel said SB89 would help to cover agency costs relating to poultry progams within the state that are currently being funded through the animal disease control fund. (Attachment 3)
