Minutes for HB2007 - Committee on Appropriations

Short Title

Making and concerning supplemental appropriations for fiscal year 2025 and appropriations for fiscal years 2026 and 2027 for various state agencies.

Chairperson Waymaster opened the hearing on HB2007 and provided a short description of the bill.

Dylan Dear, Assistant Director for Fiscal Affairs, Kansas Legislative Research Department, provided the following information about HB2007:

  • Some policy changes were made.
  • All enhancements and supplements were deleted.
  • Human services caseloads and education caseloads were adopted.
  • Select State General Fund (SGF) reappropriations were deleted. Agencies were requested to justify the need for that reappropriation.
  • Selected Economic Development Initiatives Fund (EDIF) appropriations were reduced in order to be able to bring that  fund back into balance.
  • Added full-time employees (FTE) and associated funding were deleted to ask agencies to make the request.

The effect was to delete $290.4 million SGF in FY 2025 and delete $1.985 billion from the agency request in FY 2026, resulting in adjusted expenditures of $10.6 billion in FY 2025 and $10.4 billion in FY 2026.

Dylan Dear provided a document with every adjustment made by the 2024 Special Committee on Legislative Budget from the original agency requests and the FY 2024-FY 2029 SGF Profile. (Attachment 1) (Attachment 2)
