The Chair opened the hearing on HB2062.  Jason Thompson, Office of Revisor of Statutes, provided an overview of the bill and stood for questions.  (Attachment 1)

Jeanne Gawdun, Kansans for Life Director of Government Relations testified in support of the bill.  She said this bill addresses some of the financial concerns pregnant women face by instructing the court to consider the direct pregnancy related medical expenses for the mother of a pre-born child when establishing guidelines for child support payments.  (Attachment 2)

Brittany Jones, Director of Policy and Engagement for Kansas Family Voice testified in support of the bill.  She said they believe every woman should be surrounded by a system of support and that pregnancy is when a women likely needs the most support.  Fathers are still fathers even if the child is not yet born and our laws should reflect that reality and responsibility.  (Attachment 3)

Taylor Morton, Kansas Lobbyist and Policy Analyst, Planned Parenthood Great Plains Votes testified in opposition to the bill.  She said this bill does not address the issues facing pregnant people in Kansas.  She cited the lack of clarity in the bill, including what constitutes "pregnancy related expenses" and when the pregnant person could seek child support.  (Attachment 5)  Ms. Morton stood for questions.
