Chris Waggoner, Assistant Revisor, Office of Revisor of Statutes, provided the committee with a briefing on the bill.(Attachment 6)

Representative John Resman, 121st District, presented written testimony in support of the bill allowing qualified instructors who are certified and possess a motorcycle endorsement to teach in Kansas. (Attachment 7), (Attachment 8), (Attachment 9)

Tony Railsback, Legislative Director of ABATE (American Bikers Aimed Toward Education or A Brotherhood Against Totalitarian Enactments ) , presented verbal testimony as a proponent of HB2031 placing a strong emphasis to the need of the bill on behalf of ABATE, regarding motorcycle safety and education. (Attachment 10)

James Snell, riding academy manager for Rawhide Harley Davidson presented testimony in support of the bill addressing the need for qualified instructors.  He supported expanding the scope of the bill allowing instructors from other states to teach at driving schools for the standard license.(Attachment 11)

Larry Parks, a private citizen, gave verbal testimony supporting the passage of HB2031 permitting driving school instructors to be certified to teach in Kansas and other states. He supported allowing instructors from other states to teach at driving schools for a standard license.(Attachment 12)

Dick Carter Jr, on behalf of Johnson Community College, gave support of HB2031  while also supporting expansion of the bill that would allow  instructors from other states to teach at driving schools for the standard license.   (Attachment 13)

Zach Denney of Kansas Department of Revenue presented verbal neutral testimony to HB2031  that would allow driving school instructors to hold a valid motorcycle license from any state. Mr. Denney also requested an amendment to the language of the bill to maintain consistency in the statute for driving school instructors.   (Attachment 14)

There were no opponent testimonies.

The chair closed the hearing on HB2031.
