Providing that the attorney members of the board of trustees of a county law library in certain counties shall be appointed by the chief judge of the judicial district and allowing such board to authorize the chief judge to use certain fees for the purpose of facilitating and enhancing functions of the district court of the county.

Chairwoman opened the hearing on SB53
Natalie Scott, Revisor's Office, provided an overview of the bill and stood for questions. (Attachment 1)
Josha Ney, County Attorney, Jefferson County Attorney's Office, submitted testimony in support of the bill. He states it will improve the formality, efficiency and effectiveness of the provision and oversight of law libraries in rural counties in Kansas. (Attachment 2) The conferee stood for questions.
Grant Bannister, Chief District Court Judge of the 21st Judicial District (Riley and Clay Counties) and a member of the Kansas District Court Judges Association, testified in support of SB53. He stated they are asking the committee to approve this minor amendment that would enhance access to justice for the public and quality of legal research available to small businesses and members of the local bar which is to everybody's benefit. (Attachment 3) The conferee stood for questions.
